ARABI ENERTECH Celebrates Silver Jubilee

KPC seeks proposals for Northern Oil Fields

    Kuwait Petroleum Corporation (KPC) has invited the following eight international oil companies to submit proposals for the development of the Northern Oil Fields of Kuwait namely “Project Kuwait” by September 1st, 2003:

   1. BP (UK)
   2. Royal Dutch Shell Group
   3. ENI (Italy)
   4. Total (France)
   5. Exxon Mobil Corporation (USA)
   6. Chevron Texaco Corporation (USA)
   7. Conoco (USA)
   8. Phillips PetroleumCompany (USA)

    Under the draft of an Operating Service Agreement (OSA) issued to the International Oil Companies (IOCs) on 9th June 2003, companies have been invited to form a three-member consortium from among the seventeen companies pre-qualified for the position of non-operator.
    A bidding consortium will comprise of –
    One IOC, which will take a minimum 30 per cent equity position and will be designated the role of operator.
    The other members will be non-operators, which will each hold at least a 10 per cent share. By 18th August 2003, the IOCs are due to inform KPC of the planned bidding consortia.
    The successful consortium is expected to sign a 20-year Operating Service Agreement with KPC, with possibility of a 10-year extension.
   “Project Kuwait” is a $ 7,000 million scheme aimed at enlisting the support of IOCs to double the oil production at the five northern fields to 900,000 barrels a day over four years. The fields are Rawdhatain, Sabriyah, Bahra, Abdhali and Ratqa.
    The State of Kuwait has long harbored plans to open up its upstream oil sector to the International Oil Companies.
 
GCC studies Pipeline Project

    According to press reports, the Technical Team of Gulf Cooperation Council Countries (GCC), in charge of studying the feasibility of Gulf Oil Pipeline Project, has signed a $ 200,000 contract with Kellogg Brown & Root Company (KBRC) to conduct a comprehensive study on the project. The recent meeting of the officials of GCC countries held at Muscat had provided the American company all the information on the quantity of oil to be exported by each of the GCC states.
    Disclosing that the pipeline will start from Kuwait and will pass through all GCC countries before terminating at the Arabian Sea in Oman. KBRC will submit its final report on the study in November 2003, which will be discussed at the meeting of the GCC Undersecretaries of Oil and later referred to the Oil Ministers. The project is likely to be finalized before the GCC summit scheduled to be held in Kuwait in December 2003.
    The project is aimed at the export of specific quantities of oil by the GCC states as a strategic oil outlet, which will help in the export of oil during any emergency in the Gulf that could prevent tankers from reaching various ports.
 
KPC, DuPont sign contract for HSE Management System.

   Kuwait Petroleum Corporation (KPC) has signed a contract with DuPont de Nemours International SA to develop a corporate Health, Safety & Environment Management System for the company and its subsidiaries. KPC is a global leader in the oil industry and it strives to become a regional leader in health, safety and environmental management system to ensure environmental protection as well as health and safety of its employees and contractors.
   The new proposed system would combine the elements, standards and guidelines already in place at KPC’s affiliates and upgrade them by incorporating the expertise of DuPont corporate system. This will be based on the successful system developed by DuPont and applied at all its facilities and locations around the world.
Implementation of the new system shall be the responsibility of each of the KPC affiliates. DuPont will assess the progress at the end of this process. Once implemented, it will help reduce significantly the number of accidents and injuries within the group. Typical rate of such reductions in other DuPont projects have been between 30 to 50% in a span of three to five years.
   The first step of the project would be to evaluate the current standards, followed by setting new standards based on the evaluation that will be conducted. The next step is to obtain approval and to start carrying out the procedures and aid the companies in order to do so. After these steps have been established, a third party evaluates how the new program is being enforced. Meanwhile, the workers will be trained on the new system. The duration of the project is expected to be two years.
 
130,000 Kuwaitis go to polls on July 5.
   
   About 130,000 voters in Kuwait would head to the polling stations on 5th July 2003 to elect 50 members to the Tenth Parliament since the country’s independence.
   The number of voters is low compared to Kuwait’s total population because women are not allowed to vote according to the prevailing election laws in the country. Even for males, the law stipulates that only those who attain 21 years of age are eligible to vote.
   There are 246 candidates in the 2003 election fray. The elections in Kuwait attract worldwide attention, particularly after the recent developments in Iraq. About 150 reporters and media representatives from all over the world have arrived in Kuwait to cover the process, in addition to an American team from the International Human Rights Organizations.
 
Increase in number of women in Government Sector.
   
    A specialized analytical statistics report issued in Kuwait showed that the percentage of employees above the age of 40 in the state’s sectors reached 28 per cent for males and 32 for females till the end of the fiscal year 2002.
    Participation of women in the workforce is close to international levels and women aged 40 or less increased in the governmental sector, the statistics showed.
    The statistics also showed an increasing number of early retirement of men after the application of the Social Security Scheme in 1977.
