South Korea’s Doosan Heavy Industries & Construction Company has emerged as the frontrunner for the contract to build the first phase of the Subiya Desalination Plant, following a recommendation from the Ministry of Electricity & Water.
However, another South Korean Contractor Hyundai Engineering & Construction Company has objected to the recommendation, stating that it was the low bidder for the Engineering, Procurement and Construction (EPC) Contract. “The issue is under study at the Central Tenders Committee (CTC), which has sought clarifications from the Ministry of Electricity & Water” according to a project source.
Five groups of companies submitted two sets of prices, with a team of Hyundai Engineering & Construction, South Korea’s Hyundai Heavy Industries and Japan’s Sasakura Engineering Company offering low bids for both options – a base price and an alternate offer.
The team quoted a base price of $ 247 Million, about 3.6 per cent lower than the next offer of $ 256 Million offered by Doosan. For the alternative quote, the Hyundai team offered a price of $ 323 Million, some 8 per cent less than Doosan’s quote of $ 353 Million.
The first phase of the proposed Subiya Desalination Plant calls for the supply and installation of two 12.5 million-gallon-a-day units, with an option to add a further four units of the same capacity using multi-stage flash (MSF) technology. The facilities are expected to be commissioned in a little less than 30 months.
The Ministry of Electricity & Water is also preparing to receive bids from consultants for a contract to carry out an Engineering, Design, Review and Supervise the construction of the Subiya project.

Overhead Transmission Line Project:
South Korea’s Hyundai Engineering & Construction Company has submitted a low bid of $ 33 Million for a contract to supply and install a 300-kV overhead transmission line. Its offer is about 6% lower than the next quote of $ 35 Million offered by Japan’s Fujikura.
Only two of the 14 pre-qualified companies submitted their bids. The contract covers the installation of a 95-kilometer-long line to be erected between Subiya and Kuwait City.
The Client is the Ministry of Electricity & Water, which is planning further distribution works. An award is due for a contract to supply and install 132-kV and 11-kV overhead transmission linesin various areas of Kuwait. National Contracting Company of Saudi Arabia has submitted a low bid of $ 6 Million for his contract.

Revamping of ARDS Unit at Mina Abdulla Refinery of KNPC:
Kuwait National Petroleum Company has further extended the closing date of the tender for a contract to revamp the Atmospheric Residue Desulphurization (ARDS) unit at the Mina Abdulla Refinery of Kuwait National Petroleum Company. Seven international companies are pre-qualified to submit their bids for the Engineering, Procurement and Construction (EPC) contract. Estimated to be worth $ 97 Million, the 12-14 month contract calls for increasing the capacity of the unit to 84,000 barrels a day from the existing capacity of 66,000 barrels a day.

NIR Project – Mina Al-Ahmadi Refinery:
Bids are due by the end of September for the Near Infrared (NIR) project at Mina Al-Ahmadi Refinery of Kuwait National Petroleum Company. Four international companies namely, SK Corporation of South Korea, Benke Instrument & Elektro of Germany, Technip-Coflexip of France and ABB Automation of Europe are the pre-qualified bidders. The 12-month contract calls for the supply and installation of a digital control system for the motor gasoline (mogas) blending unit, the modification and upgrade of existing hardware and software and related works. The facilities will take about 12 months to be installed. The Client is Kuwait National Petroleum Company.
